Hillary Clinton on Abortion

Clinton has been a staunch supporter of the legal right of a woman to end her pregnancy by abortion as determined in the Roe v. Wade Supreme Court decision of 1973. Clinton believes that the acceptance and availability of birth control and sex education will reduce unwanted pregnancies and the number of abortions. A July 13, 2005 New York Times article titled "The Evolution of Hillary Clinton" characterizes Clinton as seeking to find middle ground between voters with various views on the criminalization of abortion. In April 2007 Clinton expressed dismay at the Supreme Court's Gonzales v. Carhart ruling that upheld the Partial-Birth Abortion Ban Act. National Abortion Rights Action League gave Clinton a score of "100%". She votes in favor of maintaining the legality of abortion with every vote on the subject.

Description: At the democratic debates at Howard University, Senator Hillary Clinton said "There are three things we have to do immediately. Move the peace keepers that finally the United Nations and the African Union have agreed to into Sudan as soon as possible. In order for them to be effective, there has to be airlift and logistical support, and that can only come either unilaterally from the United States or from NATO. I prefer NATO. And finally, we should have a no-fly zone over Sudan because the Sudanese governments bomb the villages before and after the Janjawid come. Hillary Clinton on Health Care
Stance: Supports incremental reforms to provide universal access to health care
Description: Clinton supports incremental reforms that would provide universal access to health care by subsidizing insurance premiums for those unable to pay, but not Single-payer health care. In a speech to Harvard Medical School on June 4, 1998, Clinton outlined general support for universal affordable health care for Americans. "There are 41 million people without health insurance. Who will take care of these people in the future? How will we pay for their care? How will we pay for the extra costs that come when someone is not treated for a chronic disease or turned away from the emergency room? The job of health care reform cannot be done when access to care depends on skin color or the neighborhood they live in or the amount of money in their wallet. Let's continue to work toward universal affordable, quality health care." Clinton later said that health care coverage improvements need to be made incrementally over time, in contrast to the more ambitious, wide-ranging plan that failed in 1993-1994. Clinton has recently collaborated with former Republican House Speaker Newt Gingrich on joint proposals for incremental health care improvements that would involve both private insurers and government. But Clinton has always said that a Canadian-style Single-payer health care plan was politically unrealistic, from the 1993 Clinton health care plan to the present.

Hillary Clinton on Immigration
Stance: Supports a path to earn citizenship for illegal immigrants
Description: On every area of immigration outside of border control and interior enforcement, Clinton has supported loose immigration policies-especially in the area of guest worker visas. She strongly criticized H.R. 4437, a bill passed by the House of Representatives in December 2005 and sent to the Senate, that would impose harsher penalties for undocumented workers. Clinton called the measure "a rebuke to what America stands for" and said it would be "an unworkable scheme to try to deport 11 million people, which you have to have a police state to try to do." She believed the solution to the illegal immigration problem was to make "a path to earned citizenship for those who are here, working hard, paying taxes, respecting the law, and willing to meet a high bar for becoming a citizen." In September 2006, Clinton voted for the Secure Fence Act, authorizing the construction of 700 miles of fencing along the United States' Mexico border. In May and June 2007, Clinton cast preliminary votes (in terms of amendments and cloture) in support of the high-profile, compromise-based but very controversial, comprehensive immigration reform bill known as the Secure Borders, Economic Opportunity and Immigration Reform Act of 2007.

Citations:
1. South Carolina Democratic debate transcript (8/2/07)
"Well, Brian, at the outset, let me say that the American people have spoken. The Congress has voted, as of today, to end this war. And now we can only hope that the president will listen.

I'm very proud of the Congress under the leadership of Speaker Pelosi and Leader Reid for putting together a piece of legislation which says we will fund our troops and protect them, we will limit the number of days that they can be deployed, and we will start to bring them home.

And I think that is exactly what the American people want. This is not America's war to win or lose. We have given the Iraqi people the chance to have freedom, to have their own country. It is up to them to decide whether or not they're going to take that chance.

And it is past time for them to demonstrate that they are willing to make the sacrifice, the compromise that is necessary to put together a unified government and provide security and stability without our young men and women in the middle of their sectarian civil war."
