Energy Plan refers to the process of developing long-range policies to help guide the future of a local, national, regional or even the global energy system. Energy planning is often conducted using integrated approaches that consider both the provision of energy supplies and the role of energy efficiency in reducing demands. Energy planning has traditionally played a strong role in setting the framework for regulations in the energy sector (for example, influencing what type of power plants might be built or what prices were charged for fuels). But in the past two decades many countries have deregulated their energy systems so that the role of energy planning has been reduced, and decisions have increasingly been left to the market. This has arguably led to increased competition in the energy sector, although there is little evidence that this has translated into lower energy prices for consumers. Indeed in some cases, deregulation has led to significant concentrations of "market power" with large very profitable companies having a large influence as price setters. This trend now seems to be reversing as concerns grow over the environmental impacts of energy consumption and production, particularly in light of the threat of global climate change, which is caused largely by emissions of greenhouse gases from the world's energy systems. Many OECD countries and some U.S. states are now moving to more closely regulate their energy systems. For example, many countries and states have been adopting targets for emissions of CO2 and other greenhouse gases. In light of these developments, it seems likely that integrated energy planning will become increasingly important.

"Due to years of neglect and short-sighted domestic policies, America is on the verge of an energy crisis. Our supply of energy has not kept pace with our demand. Today our nation produces 39% less oil than we did in 1970. This leaves us dependent on foreign suppliers, who often do not have America's best interests at heart. This Congress, I co-sponsored the Dependence Reduction through Innovation in Vehicles and Energy (DRIVE) Act. This bill aims to reduce our oil consumption by 2.5 million barrels per day in ten years by taking an innovative, market-based approach that relies on advanced technology and an expansion of renewable fuels. Energy (8/14/07)
He outlines 3 points about energy |
| Stance: | Achieve energy independence by using new forms of energy |
| Description: | "We have to explore, we have to conserve, and we have to pursue all avenues of alternative energy: nuclear, wind, solar, hydrogen, clean coal, biodiesel, and biomass. Some will come from our farms and some will come from our laboratories. Dwindling supplies and increasing demand from newly-industrialized countries of fossil fuels are driving up prices. These price increases will facilitate innovation and the opportunity for independence. We will remove red tape that slows innovation. We will set aside a federal research and development budget that will be matched by the private sector to seek the best new products in alternative fuels. Our free market will sort out what makes the most sense economically and will reward consumer preferences." - Mike Huckabee |

| Stance: | Remove restrictions on domestic energy production so we aren't bound to OPEC |
| Description: | "Most Americans agree that the American economy should not be dependent upon Middle East oil. Economist George Reisman, however, explains that our own domestic regulations make us slaves to OPEC: "Today, it is possible once again to bring about a dramatic fall in the price of oil indeed, one even larger than occurred in the 1980s. And it could begin right away. All that is necessary is to abolish the U.S. government's restrictions on domestic energy production inspired by the environmentalist movement." Reisman also explains how abolishing restrictions on coal production, natural gas production, and nuclear power would further reduce the OPEC stranglehold. By increasing the supply of these other energy sources, demand for oil would decrease and prices would drop." - Ron Paul |
